The Philexcel master plan promotes a mixed use type of development to cater to many types of operations from simple office space development for IT service companies to expansive factory buildings for light and medium industries. The development concept is premised on the business parks' ability to respond to the needs of various businesses.

Located on the northern portion are the Business Centers and IT Offices equivalent to Philexcel's business district and commercial center. All office unit users such as call centers, business process outsourcing companies, software developers, consultancy firms and other service companies can be found in this area. The Western portion and parts of
the the east have been zoned for manufacturing operations while the southern portion caters to warehouse and logistics companies.
